History and Mission

„Deutor“ is Latin and means something like "to play trickster" or "to ill-treat someone". This is precisely the aim of states and cybercriminals in the age of increasing digitalisation.

The founders of Deutor, Dr. Stefanie Frey and Michael Bartsch, have many years of experience in the fields of security authorities, global corporations, and SMEs. Furthermore, they have been working as cybersecurity consultants for states and government organisations for many years. Dr. Frey implemented the cyber strategy for Switzerland, and Mr. Bartsch developed and implemented IT projects for large system houses in the public sector. The founders' goal and mission was to make this know-how and experience available to companies as well. In particular, medium-sized enterprises, which are a cornerstone of European economic performance, often have little access to the necessary resources and experts and should benefit from this experience.

Deutor today consists of an interdisciplinary core team and a far-reaching global cybersecurity partner network from the fields of organisation and technology, who support our customers in becoming cyber-secure and optimising cyber resilience across the entire company. We pursue a comprehensive approach with technical and non-technical solutions (Cyber Oriented Architecture) and close cooperation with law enforcement and security authorities. Our motto is that cybersecurity is not just IT security, and that to increase cyber resilience, it is essential to consider the entire cycle of a cyberattack from prevention through response to stabilisation. This allows for the definition and implementation of tailor-made and individual security solutions.

To fulfil our mission, Deutor specialises in providing information on current cyber threats and analysing with companies which technical and organisational vulnerabilities and cyber risks exist, in order to define and implement suitable measures based on this. Another core service offered by Deutor is the analysis of perpetrator motivation and modus operandi to ascertain why your company in particular was the target of the attack.

Deutor advises states, authorities, critical infrastructures and companies, from global corporations to upmarket SMEs, on all aspects of cybersecurity.

Our Expert Team

Michael Bartsch

Michael Bartsch

Managing Director

Michael is a crisis manager, consultant and trainer for cybersecurity. For many years, he has advised governments and companies on risk prevention and the implementation of technical and organisational (cyber) security measures during and after a cyber attack. For the past 14 years, he was a cybersecurity expert at T-Systems, a subsidiary of Deutsche Telekom. He was responsible for the design and development of secure IT systems for authorities, police, military and intelligence services.

As the founder of two public-private partnerships in Germany to combat cybercrime, he has deep insight and knowledge of the „modus operandi“ of cybercriminals. He is a well-known speaker and political advisor and has published several articles on internet security.

Managing Director

Dr Stefanie Frey is Managing Director of Deutor Cyber Security Solutions GmbH and specialises in the development of strategies and solutions against criminal activities in the digital space for states, international organisations and companies in close cooperation with law enforcement agencies and other relevant security authorities. As a certified IT emergency and business continuity manager (ISO 27001, data protection), she strategically advises companies on strengthening their resilience, taking into account geostrategic developments as well as perpetrator structures and their modus operandi. She worked for the Swiss government for several years as coordinator for the implementation of Switzerland's national cyber strategy. Dr Frey actively shapes the regional and global cyber security agenda with international and regional organisations. She is a member of the Swiss Defence Commission and a lecturer at the University of the Armed Forces for cyber crisis management and cyber security. Dr Frey holds a PhD from the Department of War Studies at King's College London and an MBA from the International School of Management (ISM) in Dortmund and has several publications on cyber security, the Cold War and World War II.

Katja Döhl

CS Research Analyst

Katja Döhl has been working as a Cyber Security Research Analyst at Deutor since 2022, combining sound scientific expertise with strategic consulting in business continuity and cyber crisis management. As the project manager for the research project „Sustainable Expansion of Maritime Observations (NEMO)“, she was responsible for coordinating security-related measures to strengthen maritime supply chains. Her expertise includes assessing geopolitical influencing factors, risk structures, and developing robust resilience strategies. 

In 2025, she acquired the certificate as a BSI Business Continuity Management Practitioner and completed the Eurobits Women Academy on the subject of cybersecurity. She is also involved with Women4Cyber Germany to promote women in the industry.
